President Kassym-Jomart Tokayev has signed the Water Code of the Republic of Kazakhstan, reports the press service of Akorda.
The first block of amendments to the Code aims to introduce new mechanisms for water conservation and the protection of water bodies. For the first time, the concept of "water security" has been incorporated into the legislation. It encompasses the protection of citizens and the economy from water shortages and pollution of water bodies, as well as the protection of the interests of the Republic of Kazakhstan in the conservation and use of transboundary water bodies.
The second block revises approaches to water resource management, emphasizing the priority of their protection, the broad involvement of the public in decision-making, and the importance of management based on water basins.
The third block of amendments provides for measures to prevent and eliminate the harmful effects of water, including flood control initiatives.
The fourth block strengthens state regulation and control in the field of the use and protection of the water fund. Basin water inspections, in addition to state control functions, are also granted authority to exercise state supervision using rapid response measures.
